A growing number of refugees is coming to Brazil, most of them having specific health needs and social inclusion. The development of a health promotion plan is needed to prevent determinant and conditioning factors of diseases and health problems.

About Project

Problem: What problem is this project trying to address?

The population of refugees arrive in the country without their individual health history, often being in precarious conditions, with specific demands of prevention, self-care and health education. Aggravates this situation, cultural difficulties resulting from linguistic, social and religious issues, especially in the population comming from fundamentalist countries, which imposes restrictions on access to the public health system.

Construction of Health History, with an emphasis on local diseases and immunization; Refugee health screening; Creation of a National Refugee Register, containing the health mapping of this population; Training health agents Who will act as intermediaries between the health system and new immigrants, meeting issues related to cultural and religious diversity, to understand the needs of fundamentalist countries immigrants; Birth control policy and self-care for women from fundamentalist countries; Prevention and management of sexually transmitted diseases; Creation of refugee support groups to minimize the damage caused by violence from war or conflict areas, to support the mental health of this population;

According to a news published at O Globo internet portal, the programmer Ali, 34, was a wealthy man in Syria. Earning about US$ 15,000 per month, he had a car and was one of the best students in his post-graduation studies. "Here in Brazil, I am poor," he says, who moved to the Brazil a year and seven months ago, fleeing the civil war. Without any income, He would have to resort to the public health system if he or someone in his family needs health care. Recognize health promotion as a key part on the pursuit of equity, improving the quality of life and health; Encourage health in integrated actions aimed at inclusion of this population in the Unified Health System; Strengthening social participation as fundamental in refugee health promotion, particularly the promotion and maintenance of human rights, culture of peace and nonviolence; To strengthen the dialogue between the Brazilian population, the health care system and its staff and the refugees; Encourage acceptance of this through dialogue and acceptance; Disseminate and inform the initiatives aimed at health promotion to population health professionals in general and refugees, Find a way to facilitate and universal dialogue.

Full integration of refugees and access to integral citizenship, meaning integral access to the public health system, health care education on prevention of trpical diseases, sexually transmitted diseases, control of potentially epidemic diseases that may come from other countries and full integration of refugees into Brazilian culture and society, enabling the full social life and happiness.

Financial Sustainability Plan: What is this solution’s plan to ensure financial sustainability?

The budget of this project will be supported basically by government investing thru tax collection and public politics aimed to attend refugees. NGOs can also cntribute in capacitation, trainning and reception of people leading with refugees and the public staff health system as well.

Marketplace: Who else is addressing the problem outlined here? How does the proposed project differ from these approaches?

Currently there is no public health program specifically geared to refugee care in Brazil. Actually this work is done poorly by NGOs or religious institutions without a systemic view of the problem, which implies an insufficient care for this population.

This project was designed to meet a discipline of specialization in a course in health promotion. The goal was to think of a health promotion plan guided by a culture of peace and human rights. As the theme of refugee is emerging, the idea of thinking in a health promotion plan designed specifically for this population.

Boehringer will contribute with its reach and global access to references and ongoing similar experiences in countries hosting refugees.
His research capacity will be important to assess health conditions and special needs of the population affected by the project, in the treatment of specific diseases existing in the countries of origin.
Boehringer will also have an important role in providing subsidy to the training of professionals directly linked to the project.
Access to capital also will be of great help to the extent that health emergency actions need to be taken.
